The outpatient imaging sector faces a persistent gap between capacity and demand, notes the company. A study from the Harvey L. Neiman Health Policy Institute found that imaging utilization could rise by up to 26.9% through 2055, while the radiologist workforce is projected to grow by only 25.7% in the same period if residency positions do not expand. For multi-site networks, this gap places added pressure on physician coverage models as facilities grow.
According to ContrastConnect’s guide, traditional on-site coverage often requires separate arrangements at each location, leading to uneven coverage hours and additional administrative and compliance burdens. While a two-site operation may manage with local agreements, networks with 10 or more sites typically need dedicated coordination for contracts, documentation, coverage hours, and credentialing.

The shift toward virtual coverage also follows a federal regulatory change that took effect January 1, 2026. The Centers for Medicare & Medicaid Services (CMS) permanently expanded direct supervision for applicable services to include immediate availability through real-time, two-way audio-video communication. The American College of Radiology also recognizes virtual supervision for contrast administration when applicable requirements and onsite safeguards are met.
The guide also details technology requirements for compliant implementation, including real-time two-way audio and high-definition video, HIPAA-compliant systems, reliable connectivity, and procedures for handling technology failures.
ContrastConnect notes that a network-level coverage structure can allow new sites to enter an established contract and documentation process rather than creating separate arrangements for each location. Multi-state networks must account for state-specific requirements alongside federal rules, the company added.
